Support for S-100

The GDAL-Team could consider supporting the "new" (2010) IHO S-100 standard, which will some day replace the already supported S-57 standard.

The amount of work that will be needed for making a new driver is relatively large. There does not exist a permanent GDAL-Team that stands ready for such work but let's hope that some big enough agent needs the driver, pops up and developes it by themselves. Commercial support is also available.

You feature request is valid but it is unlikely that just by filing it as a new issue will lead to any big and fast progress.
