Departure time window is broken in STDCM

What happened?

There are 3 problems with this component :

###Problem 1
This is what happens trying to set the end of the time window to 12h :

Typing 1 in this bar actually sets the time to be equal to the first input field. This does not happen when typing other numbers though.

Problem 2

The chain symbol happens to be under the input, while it used to be right next to it.

Problem 3

The chain is making fields equal, instead of keeping the same time delta between the fileds.

What did you expect to happen?

Expected behavior 1

I shoud be able to type any hour between 00 and 23, any minute between 00 and 59, and any second between 00 and 59. Typing 1 should not lead to this weird behavior.

Expected behavior 2

The chain symbol should be place right next to the input fields, on their right

Expected behavior 3

Ticking the chain symbol should lock the time delta between the fields, not making the fileds equal.

How can we reproduce it (as minimally and precisely as possible)?

1. Go to STDCM
2. Try the different behaviors described above
