Activate Speaking times card if countdowns are active

Current behaviour:
If the structure level are connected with a countdown and at least one person with a structure level is on the projected LoS, then the "Speaking times" card is displayed right next to the LoS

Wanted behaviour:
The "Speaking times card should always be displayed if the structure levels are displayed and a LoS is on the autopilot
