New profile action : add tag

Add a tag to a dicom instance.
Use case : Tag Morphing - set some tag with a value to uniformise the data
Apply clean pixel independently of SOP - handle exceptions by setting the optional attribute BurnedInAnnotation to YES, the attribute being optional, most of the time it needs to be previously added to the instance
