…eneric class for dot icons to key off of for half-sized CSS updates. swappable code for map event icon sizes so that, pending a mapbox-gl update, we can have half-sized generic icons on the map as well.

This adds half-sized presentation for generic report type icons (aka "the dots") in the non-map portions of the page. The Mapbox GL style expression for smartly matching this value and drawing half-sized icons on the map is a few days from being released, so I'm punting on that part of the task until it comes out.
This also fixes squished layout funk in report type menus for report categories that only have one type, as well as fixes 'settings' gear image scaling.
