Failure notifications via Email and SMS

High-Level Description

I want to be notified of failures via email and/or SMS

What value does it add?

Users will be notified in real time instead of needing to check their webhook events to make sure they were delivered as expected

Expected Behavior

I expect to receive an email and/or an SMS whenever a webhook cannot be delivered successfully. Ideally I'd be able to specify my preferences and only receive notifications on the platform of my choice.
