Move translations out of source control

Translations for the application should be completely localized in the backend, and the app should be loading localized content from JSON feeds.

Need to work to remove as much of the localized content as possible. As an interm step, make the inclusion of translations.config.js more configurable so that it can be loaded from a remote source or populated from the backend on cron.
