The repository that is given in README is this:

<repository>
    <id>plajerlair-repo</id>
    <url>https://maven.plajer.xyz</url>
</repository>

With this, Maven can't download the dependency, the right URL is https://maven.plajer.xyz/minecraft/
Please fix this is the file so any others will not suffer from this problem :D
