Synchronize CWB version #35

The CWB C code in the src directories cl, cqp and CQi is R 3.4.14 (SVN revision 1069), yet the code in the utils directory is from CWB 3.0, but cwb-encode.c is a later revision. This is really confusing and needs not be synchronized as a reproducible patch system is introduced.
