Our test suite that runs agains the latest version of qiskit (terra) has one failing test case test_c_if_id_gate https://github.com/Qiskit/qiskit-ibm-provider/actions/runs/6249219121/job/16965385413#step:5:728

qiskit.circuit.exceptions.CircuitError: 'Conditional Delay is not yet implemented.'
