Single editor layout

Layout for the single annotation editor needs to be refined.

• needs to take up less vertical space
• needs proper disabled styling for panels no-selection
• inputs needs to be disabled (including tagging control) when no-selection
• should be reactive (width changes, elements stack)
• From Fix spacing in annotationEditForm #39, The fieldset spacing is a bit off, increase spacing between fieldset legends and decrease between legends and input fields

The long tagging area is ideal

When I write the tag BEFORE drawing the annotation, the tag is not being attached to the annotation, i.e. it's not sent over json and it doesn't appear at the top (still says ). If I then close the annotation drawing, the drawing box disappears, but the "" is still being displayed.
