Created to track progress on the build system in the road map

We are in the process of refactoring and migrating the old legacy docker build system into GitHub CI actions.

The old system was a single point of failure that was practically only manageable by one person. we want to modernize the process on GitHub, so that any of the core team can punch out a release at any given time. In our view decentralizing the process behind builds will be substantially more efficient
