Auto restart first shards in zones if they're expected to be running #73

Sometimes during the allocation of a larger proxy, if an error happens in the game server a new one isn't reallocated to replace/retry. Similarly, if at some point later the first shard in a zone crashes then some logic that expects the first shard to be driving some sync logic would not be running.
