can't deactivate user

Description:

It seems not to be possible to deactivate the user if he has some (unknown for me for now) functionalities.
When try to deactivate via app or web the screen become shady and the is the popup occur "Are you sure? 15 empty rooms will be removed automatically. [Cancel] [Yes, deactivate it!]"
but it is not possible to click on [Yes] button. and it is not possible to do anything more

Steps to reproduce:

1. Go to administration, user
2. click on user and three dots in the vertical
3. choose Deactivate

Expected behavior:

Like when it works, deactivation notification popup shows.

Actual behavior:

The screen becomes shady and the is the popup occur "Are you sure? 15 empty rooms will be removed automatically. [Cancel] [Yes, deactivate it!]"
