improve docs on how to install GPU dependencies for PyTorch #198

the installation page should be updated to point users to pytorch's get-started page

https://pytorch.org/get-started/locally/

in the user guide wherever we mention gpu things, we should provide a link to the installation page about gpu dependencies.
