Failing Test Cases on SCOREC RHEL9 Machines

The following tests are failing on the SCOREC Machine - Life

          2 - smoke_test (Timeout)
         22 - test_ohClassPtnSendRecv (Timeout)
         24 - test_ohClassPtn_appRibPtn (Timeout)
         26 - test_ohOverlap_d3d_20p (Timeout)
         28 - test_twoClientOverlap_d3d_28p (Timeout)
         30 - test_proxy_coupling_4p (Timeout)
         32 - test_proxy_coupling_26p (Timeout)
         34 - test_proxy_coupling_28p (Timeout)
         38 - xgc_proxy_to_omega (Timeout)
         40 - xgc_fortran_proxy_to_omega (Timeout)

The compilers are the following:

/opt/scorec/spack/rhel9/v0201_4/install/linux-rhel9-x86_64/gcc-12.3.0/mpich-4.1.1-xpoyz4tqgfxtrm6m7qq67q4ccp5pnlre/bin/mpicxx
/opt/scorec/spack/rhel9/v0201_4/install/linux-rhel9-x86_64/gcc-12.3.0/mpich-4.1.1-xpoyz4tqgfxtrm6m7qq67q4ccp5pnlre/bin/mpicc
/opt/scorec/spack/rhel9/v0201_4/install/linux-rhel9-x86_64/gcc-12.3.0/mpich-4.1.1-xpoyz4tqgfxtrm6m7qq67q4ccp5pnlre/bin/mpifort

and built with the following flags:

-DCMAKE_BUILD_TYPE=Debug
-DPCMS_ENABLE_OMEGA_H

The dependencies are built for host with OpenMP.

Nope, lets keep this one. The other issue is for updating to Kokkos 4.5.
