[Communication] Integration of .SFLIST with SFe

SFe should standardise a method of using multiple banks with an SFe player. SFe 4.0 level 2 already requires multiple file support. However, the method of loading multiple SFe banks is simply not standardised.

In my opinion, Bassmidi's SFLIST format is the easiest and simplest way to make this happen. However, Bassmidi is non-FOSS software and it may be necessary to get permission from them to use SFLIST. This issue concerns communication with Bassmidi or affiliated projects to allow us to include the SFLIST format in the SFe specification. If we get the blessing of Bassmidi, this could also result in the start of SFe support for Bassmidi.

After SFLIST is integrated into SFe, we will work on making improvements to the SFLIST format so more features can be used interchangeably with SFe players.

Communication with Bassmidi can start now, but the introduction of the formal definition of SFLIST will arrive in Ver.4.2.
