Is your feature request related to a problem? Please describe.
The changes made in the structure of the specification has meant that another table of contents needs to be made.

Describe the solution you'd like
Make a new table of contents. Additionally, an index should be provided to make it easier for users to find information about specific structures found in SFe.

Describe alternatives you've considered
Old drafts of the specification, but they are old and they aren't usable.

Additional context
The draft versions of 4.0 had an auto-generated table of contents

RC3 is content-complete. All it needs is a table of contents. @spessasus, would you mind running the program to auto-generate one? Also, please tell me what program you used so I can auto-generate tables of contents in the future whenever necessary.
