On our mainnet node, most hosts that have been announced in the past year are not scanned at all (such as this one). Others that have been scanned were only scanned once. There's probably a bug in how the next_scan time is set. Issue does not seem to be affect zen.

edit: appears to have been a result of running a version that predated #160, will leave issue open till I confirm
