Feature request: Check for dramen/lunar staff for fairy rings, with toggle for elite lumbridge diaries

Unless I'm missing a setting (and I don't think I am), when fairy rings are enabled this will always use them, regardless of whether or not you have a 'fairy magic' item in equipped, or at least in your inventory

Before the Lumbridge & Draynor Elite diary is completed the player can't use fairy rings unless they have one of those items.

This causes an issue where sometimes you follow the path only to be lead to a fairy ring that you can't actually use.

Since the plugin already has the ability to check for the presence of certain items, I'd like to see a check for the presence of one of those items, with a toggle for players who have the Lumbridge & Draynor elite diaries to disable checking for their presence.
