Requested by NHS Elect nursing passports team.

Since user account refactor release, user ID login allows a learner to log directly into a centre rather selecting their centre.

There is a chance that they will not understand that this is what is happening and think that they have lost access to the other centres, would we remove login using delegate ID as an option?
