cluster node alert count is not populated in etcd #878

The cluster node alert count is saved from node alert count object, the problem here is we always expecting integration_id from namespace https://github.com/Tendrl/commons/blob/master/tendrl/commons/objects/node_alert_counters/__init__.py#L24 but all utilization alerts counts are incremented and populated by the server only, the server does not integration_id.
