Steps to reproduce the problem

Open the web UI to any post that contains an image with alt text
Hover over the image

Expected behaviour

Alt text should appear as a tooltip

Actual behaviour

Nothing happens

Detailed description

Happens in both Chromium and Firefox
Happens both in the timeline and single-post view
Videos with alt text are unaffected
Alt text does appear when hovering the image in the full-screen view
Verified it works on other Mastodon, non-Chuckya instances

It appears this was an intentional change done upstream, with a new "ALT" button on the bottom right intended to replace it: mastodon#33736

ah. well. oops

guess that's mostly on me, but visually i had no idea that that was a button
