I don't think this shader is what's responsible for that effect, however there's an ingame option l3d-char-lighting which does what you want, at least I think so. You can try this build and enable it in the ini file: |

The game looks way better without the ugly black and white filter in shadows though characters have ugly fake lighting applied to them. There's a mod which includes the ability to disable this effect though I can't get this to work for me. I took it upon myself and found the shader which disables the effect but of course after performing all the necessary steps the shader doesn't get disabled and or I get a black screen on launch. I feel like it may be getting overridden by the fusion mod or the toggle hud/last known position silhouette which uses the Shaderoverride folder and possibly a conflicting d3d9.dll (which the fusion mod suprisingly doesn't seem to need in order to work) .
ThirteenAG, do you think you would be able to add the option to toggle fake character lighting to your fusion mod? It is placed in Shaderoverride>vertexshaders folder and the shader is labeled VertexShader_100_CRC32_BA791BEB.txt
