Suggestion: Upkeep suggest

Describe in detail what your suggestion is, *make sure you search ALL
issues,* do not submit something that has already been suggested:

 I love how you can make the town and nation levels to make the upkeep modifier, But
it's based off of how many residents the town has !
 I want it to be based off the amount of plots the town has so I can have a single
rich player run the town him self.

 Please do this :)
