If outlaw manages to log out in Outlawed town they are immune to teleport #5753

What steps will reproduce the problem?

Teleport to a town you are outlawed in.
Cause a way to disconnect or just log out from the server.

Logging back in will not fire the EnterTownEvent and Towny never checks if the player is an outlaw.

What is the expected output?

Outlaw should be teleported out of the town.

Towny version

0.97.5.15

Server version
