Move production to prod ITRB asap
We will also want ITRB staging and testing soon
The local instance can move to development

Full deployment in ITRB also requires running the Ubergraph triplestore there. I'm working on making that possible right now.

I've pointed the NCATS ITRB folks to the contents of that pull request, and they're working on provisioning the resources now.
