r replacement of character not working on EOL

What did you do?

Typed out a line of characters, got back into normal mode, realized I need to change the last character to a different one, used r to accomplish that.

What did you expect to happen?

My errant comma would get replaced with a period.

What happened instead?

I got a period character inserted before my comma character.
