This is a little unclear but reflects our discussions so far:

We should specify this design formally as we get closer to deciding how to implement the experiment.

Some questions:

Can we use CreateHITWithHITType to release a new HIT that has an updated assignment number, while a worker is working on a version of the HIT, in such away that the worker sees that the assignment number is updated (either during or between assignment submissions)
