[FEATURE]: Retain user's settings for screen layout

User Story

As an experiment designer, I want to set the layout of the screen and have that retained between reloads.

Feature description

Right now, the screen layout resets between each reload. For example, if I drag the code editor to take up more space, when the screen reloads, the code editor goes back to it's original sizing.

Additionally, the scale that controls the size of the stage cards resets on each reload.

What would this feature enable?

More consistent editing without needing to reset the screen layout each time.
