Weblate memory usage seems to grow over years and it should be investigated.

Current progress:

• 43d84d0 and 7e678e6 reduced usage by not import borgbackup as that allocates 20 MB at runtime via https://github.com/borgbackup/borg/blob/e3f565623dd482ea4a8211644e234a15724d5f3f/src/borg/constants.py#L71
• chore: delay some third-party imports #11685 addresses several other third-party modules which are not that often used and consume considerable amount of memory
• there is not really needed chardet import from requests taking 2 MB, this should be avoided by Prefer charset_normalizer for char detection psf/requests#6714 and eventually even chardet would not be installed after Make chardet optional or use charset-normalizer instead otsaloma/gaupol#222

https://github.com/otsaloma/gaupol/releases/tag/1.15 is out without chardet dependency, this is probably the best we can get for now.
