User reported the following:

If using multiple desktops windows feature (let’s you swap workspaces and what windows are open on which desktop) the “on top” core feature works correctly, a window that’s been set to on top is only is visible on the desktop that it’s currently on.

However, any PiP windows remains visible on all desktops. I’m not sure if that’s intentional or just doesn’t have the functionality added to keep track of desktops.

Thoughts

It’s very possible that the behavior the user perceives as undesirable might actually be desirable for another group of users. So, it could be a feature and not just a bug.

Perhaps an option should be developed in the settings to decide whether to display the window on other desktops.
And maybe this is a good idea as a feature on its own—for any window, not just in PiP mode.
