Issue converting or plotting wires, init this issue to track progress

Running these two commands for FD-VD will fail after this commit 57a0ac5

wirecell-util convert-dunevd-wires --type 3view_30deg dunevd10kt_3view_30deg_v5_refactored_1x8x14ref.txt dunevd10kt_3view_30deg_v5_refactored_1x8x14ref.json.bz2
wirecell-util plot-wires dunevd10kt_3view_30deg_v5_refactored_1x8x14ref.json.bz2 test.pdf
