The BlobDepoFill replaces any charge for an existing blob with the amount of depo charge inside the volume of the blob.

It uses the drifted depos so the charge distribution is smeared by diffusion.

However, reconstructed blob charge is subject to the additional smearing the SP imparts.

The BlobDepoFill needs to accept an additional 2D smearing just like DepoFluxSplat accepts.
