Splitting this out from #1141

Looks like something doesn't work as expected when tags suggestions are displayed in the sidebar, as it always fetches the first 10 tags and then filters them.
For example, in my local install I have 111 post tags. When I search for any tags after the 10th, I don't get any suggestion.
