When you have multiple paragraph blocks, you can not highlight multiple blocks and get them to italic or bold via shortcut keys. Instead, each block needs to be selected one at a time and then set to (say) italic via a shortcut key or using the mouse.

This should work across blocks, at least when all block types are the same (e.g. multiple paragraph blocks)

Hi @jamescl thank you for reporting this behavior I was able to reproduce it in WordPress 5.3.2.

still present in Gutenberg 13.2.0.
