Template Editing Mode: Unable to edit the overall template colors

What problem does this address?

When you enter template editing mode, you're able to change the colors for each individual block but you're unable to change the colors of the entire template, unless you add a group block and set colors from there. This is similar to this open issue around the isolated template part view where the specific template part color settings are also unavailable to edit: #30641

What is your proposed solution?

Offer an option to select the entire template and make changes to the colors. This might be something to include as part of making the sidebar settings clearer upon first entering: #32073
