Use a smart Template editing fallback for block themes #36085

A suggestion for improvement.
When users of block themes choose to create a "new" template, Gutenberg should provide them with a copy of their current template to start from.
So for example, if I'm editing a page, and I select "New" here:
.... the starting point for my new template should be my theme's
page.html
template. This provides a much more consistent starting point, and will prevent many themes from having to provide a default template as described in #32771.Related: WordPress/twentytwentytwo#177 (comment)
