When users of block themes choose to create a "new" template, Gutenberg should provide them with a copy of their current template to start from.

So for example, if I'm editing a page, and I select "New" here:

.... the starting point for my new template should be my theme's page.html template. This provides a much more consistent starting point, and will prevent many themes from having to provide a default template as described in #32771.

I'd say this is already fixed int he new workflow: If I pick a custom template, I am offered the possibility to pick the default page layout:
