It was necessary to revert the fix for this issue in #55669, as the fix prevented the Term Description block from being added without the Gutenberg plugin enabled. |

Description
Currently, the Term Description Block is available in the block editor for posts and pages. The block can only be used within templates where the following is true
is_category() || is_tag() || is_tax()Introduced in #29613
This is related to the general issue that some post template blocks are available in places where they cannot be used. #38455
