Focusing a header block always sets the editor caret at the start of text #3987

When clicking to focus on a header block, no matter where you click, it will always set the editor caret at the beginning of the block content.

I would expect it to be placed where I clicked on the header text or, in the case of clicking outside the text it self, at the end of the block content, as is the behavior with other blocks.

I'm not able to reproduce this. Any details, browser, Gutenberg version, any meta boxes?
