Pullquote Block: Need UI in Editor to style citation text

We have the option to change the casing of the Quote text in the Pullquote block settings but not for the citation text.

Step-by-step reproduction instructions

1. Create or edit a new post/page.
2. Select the "Pullquote" block.
3. There is no option to change the casing of the citation text in block settings

This issue is related to the #56899 Trac ticket. While you can now style citations in theme.json, there is no UI in the Editor that allows for direct styling.
