Zoomed out view: keep list view open when entering mode

Description

If you have list view open and then select the zoomed out view, the list view automatically closes rather than staying open. This stands in contrast to the Styles interface & block settings remaining opening. This first came up with the seventeenth call for testing for the FSE Outreach Program:

Toggling between Zoom in / Zoom out while having the Styles sidebar on the right and the List View open on the left closes the List View. The right sidebar stays open.

Step-by-step reproduction instructions

1. Turn on the zoomed out view experiment in Gutenberg > Experiment.
2. Go to Appearance > Site Editor.
3. Open List view.
4. Open Styles.
5. Click the zoomed out view mode.
6. Notice the List View closes but Styles remains open.
