Scope inspector back button feature to the Nav block only #45883

In #45852 (comment) we added a "back" button to the Inspector Controls under the Nav block offcanvas experiment.

This is currently active on all blocks. Let's scope to the Nav block only.

@talldan left some good ideas in #45852 (comment) namely:

hard code it for now
create an optional context that can be consumed to scope the feature. The Nav block can provide the context.
