Quote: backspace in a nested list should lead to a default block

Create a Quote block with a nested List:

Now press Backspace. Expected result would be to delete the List, and replace it with a default Paragraph block. This is how the Quote block starts out when inserted.

But the actual result is different. After Backspace, the List is deleted without replacement, the Quote block no longer has any inner blocks, and the citation field in the Quote block is selected:
