[不知道是不是文件太大了，这个csv文件没办法读进去，打开记事本这个文件编码确实是utf-8,网上的方法都试过了

在csv文件中有的时候会为了便于图形化展示对数据使用一定格式来展示，看起来你的报错是由于在数据中出现了数据0xa3，这种无法被utf8解析，这种其实可以在excel软件中操作一下数据的格式，把格式变成可以被解码的，否则会引起报错
