xrt-smi does not work in Ryzen1.3 after installation following 1.3 documentation

xrt-smi does not return anything,

I suspect a dll link missing or error, and I use Dependency Walker to analyse xrt-smi exe, it does report some dll missing, but I don't know if I can trust it or not.
I've try to follow the installation precedure for ryzen1.3, and npu driver are updated to 237 the latest one. I've run some demos/tutorials following the docs, so settings/configuration/driver etc. are working fine.
