GPG-KEYS and defaulting to .xmKeys #22

One issue --

if the user has GPG_KEY and GPG_KEY_ID in github, and there's an error there,

I worry that they will prevent serving even with a good xmKeys

Perhaps if the GPG keys fail, it should give a warning and default to xmKeys?

(feel free to close if this is a non-issue)
