Motivation

We're seeing a lot of timeouts in zcash_rpc_conflict on macOS.

We haven't changed anything, and it's only on one platform, so this is probably a GitHub runner infrastructure or OS change.

Design

macOS is not a top-tier support platform, so we can just disable this test on macOS.

Mergify test got stuck at zebra_rpc_conflict, not sure why... will retry for now
