This pull request includes a RESTful API, written in CakePHP, as well as documentation, written in Sphinx.
All API files are under /api, and all docs are under /docs. /docs is where I'll start moving our documentation, which will tie in with readthedocs.com.
This pull request should satisfy the requirements of #8.
This pull request does not include necessary changes to make / cmake (I'll leave that to the pros).
