mime_guess 1.8.7 broken under new feature resolver -Z features=build_dep

mime_guess has a build dependency on phf_codegen but does not specify that it needs the unicase feature. The fact that it compiles at all is due to feature unification across build deps and normal deps. Using the new, experimental feature resolver this crates can't compile because the build-dep is missing the unicase feature.

I realize that 2.0.1 already fixes this problem, but please consider publishing a fixed 1.8.8.

multipart, iron, and cargo-web appear to still depend on mime_guess 1.8.
